NDO/VNA – Vietnam and Japan signed a Memorandum of Understanding (MoU) on Joint Credit Mechanism - JCM at a ceremony held in both virtual and in-person forms on October 14.
Minister of Natural Resources and Environment Tran Hong Ha and Japanese Ambassador to Vietnam Yamada Takio represented the two Governments to sign the MoU, while Japanese Environment Minister Yamaguchi Tsuyoshi Michael and Vietnamese Ambassador to Japan Vu Hong Nam witnessed the signing and exchange of the MoU from Tokyo.
He said he was confident that the signed MoU would help the two countries promote cooperation in realizing commitments on responding to climate change, mitigating greenhouse emissions and actively contributing to Vietnam's goal of a carbon-neutral economy.

A flight from Budapest, Hungary, operated by Vietnam Airlines carrying COVID-19 vaccines and medical supplies provided by several European countries landed at Hanoi’s Noi Bai international airport on October 14.
The goods consist of 560,000 doses of AstraZeneca vaccines, including 100,000 and 60,000 doses donated by the Slovak and Croatian Governments, respectively, while 400,000 doses were resold to Vietnam by the Hungarian Government under a non-profit mechanism.
As the national flag carrier, Vietnam Airlines plays a key role in transporting COVID-19 vaccines and medical supplies serving the fight against the COVID-19 pandemic. With its fleet and extensive network of routes, the airline has transported more than 250 tonnes of COVID-19 vaccines and medical supplies free of charge./.

NDO - The Vietnam Fatherland Front (VFF) Central Committee has decided to allocate VND8 billion to support people returning from pandemic-hit areas to their home provinces in Soc Trang, An Giang, Dong Thap, Kien Giang and Binh Dinh.
Under the decision, VND2 billion will be distributed to each Soc Trang, An Giang, and Kien Giang Province, while Dong Thap and Binh Dinh will receive VND1 billion each.
Previously, given the fact that a significant number of migrant workers in Ho Chi Minh City and southern provinces have returned to their hometowns since social distancing has been relaxed, the VFF proposed that when allocating COVID-19 vaccines, the Government and local authorities should give priority to the provinces that have the most people returning from pandemic-hit areas, as well as support the returnees regarding the quarantine fees.
HÀ NỘI — 560,000 doses of COVID-19 AstraZeneca vaccines shared by three European countries to Việt Nam have arrived in Hà Nội today.
The flight, conducted by the national carrier Vietnam Airlines with its Airbus A350 craft, departed from Hungary’s capital city of Budapest late Wednesday (local time) and landed at Nội Bài International Airport Thursday afternoon.

Singapore’s energy provider SP Group and EDF Group of France said on October 12 that an undersea cable will be developed to import renewable electricity from Indonesia to Singapore.
One day earlier, SP and EDF signed a Memorandum of Understanding (MoU) on cooperation in this project.
The country also planned to import energy from Australia via a 740-km submarine cable line. Last month, Singapore announced its plan to start importing power from Laos via Thailand and Malaysia./.
The Hanoi Department of Transport has asked road passenger transport service providers to set forth specific operational plans and submit them to the department and bus stations for approval of the service resumption.
The department said on October 13 that it has issued a document on the implementation of the Transport Minister’s Decision No. 1777/QD-BGTVT piloting the resumption of inter-provincial road passenger transport activities from October 13 – 20, ensuring safe and flexible response to and effective control of the COVID-19 pandemic.

According to a report by the Department of Preventive Medicine and National Institute of Hygiene and Epidemiology, as of October 10, Vietnam had received over 87 million doses of COVID-19 vaccine and conducted 57 distributions with a total of 81.7 million doses t, including 21.5 million in the past seven days. By October 12, more than 56.3 million doses of vaccine had been administered to people aged 18 years and older, with nearly 16.5 million people now fully inoculated and nearly 40 million receiving their first shot.
The National Expanded Programme for Immunisation has been also developing documents related to training in the vaccination against COVID-19 for children. The specialised agencies have been discussing the methods of vaccination (in schools or localities) for children. The Ministry of Health will soon issue guidelines on COVID-19 vaccination for children and adolescents aged 12-18 years so that vaccines will be administered as soon as available.

Typhoon Kompasu, the eighth storm hitting the East Sea so far this year, has weakened into a tropical depression, according to the National Centre for Hydro-meteorological Forecasting.
At 10am on October 14, the centre of what used to be the storm lay 154km from Thanh Hoa, 172km from Nghe An and 168km from Ha Tinh provinces with winds of 40-60km a hour.

The first Bamboo Airways flight from Hanoi landed in Dien Bien Phu airport in the northern border province of Dien Bien on October 14, marking the official launch of Bamboo Airways' Hanoi-Dien Bien route.

Vietnam looks to spend $10-11.5 billion a year between 2021 and 2030 on electricity generation and transmission, according to the latest draft Power Development Master Plan VIII. -
The draft recently submitted to the government by the Ministry of Industry and Trade estimates that the country would need $99.32-115.96 billion for developing electricity generation and transmission in the ten-year period. On average, $8.57- 10.15 billion a year would be needed for power generation and $1.36-1.44 billion a year for grid development.
Accordingly, Vietnam will have total electricity capacity of 130,371 megawatts by 2030 and 261,951 megawatts by 2045; or 143,839 megawatts by 2030 and 329,610 megawatts by 2045.

HÀ NỘI — World Bank continued to lower Việt Nam’s GDP growth forecast for this year to 2-2.5 per cent in its October 2021 Việt Nam Macro Monitoring.
Việt Nam's GDP in the third quarter of 2021 decreased by 6.17 per cent from the same period last year, the sharpest decline since Việt Nam announced its quarterly GDP in 2006.
The authorities should also adopt a more expansionary fiscal policy and use the various fiscal tools available to support the economic rebound, including easing procedural rigidities in the budget to spend the planned current budget, accelerating the implementation of planned public investment, and expanding social protection to households and to formal and informal workers, it said. — VNS

The Ministry of Agriculture and Rural Development (MARD) made the request in a document sent to Chairpersons of People’s Committees of the 28 coastal cities and provinces, regarding the realisation of the Prime Minister’s conclusions on combating IUU fishing and removing the European Commission (EC)’s “yellow card.”
Fishermen should be prioritised in vaccination to make them feel secure in fishing and ensure the growth of the fisheries sector, the ministry said.

Nineteen operating Special Economic Zones (SEZ) in Indonesia have attracted a combined investment of 64.4 trillion rupiah (4.53 billion USD) and provided jobs for 23,000 workers, according to Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto.
Hartarto was quoted by Antara news agency at the groundbreaking of PT Freeport Indonesia's smelter at Gresik SEZ, East Java, on October 12 as saying that 150 companies in the SEZs have earned 3.8 trillion rupiah from exports since the beginning of the year.
In order to promote the development of the SEZs, Indonesia has recently issued a decree which sets a target of attracting over 50 billion USD of investment in the zones in the next decade./.
