Vietnam records 10,011 more local Covid cases, positive rate drops in HCMC

Vietnam on Sunday recorded 10,011 new local Covid-19 cases, bringing the total coronavirus tally in the ongoing wave to 752,186. -

The three localities with the highest numbers of new cases were Ho Chi Minh City with 5,121 cases and its neighboring provinces of Binh Duong with 3,332, and Dong Nai with 746.

Over 30 million people have received their first Covid-19 vaccine shots and more than 7.94 million are fully vaccinated.

Without visitors amid strict lockdowns, Saigon Zoo and Botanical Garden in HCMC has sought VND30 billion ($1.3 million) assistance from city authorities to remain operational. -

Pham Van Tan, director of Saigon Zoo-Botanical Garden Company Ltd, said the zoo, a popular tourist destination, has been shut since May as a Covid containment measure though the company has still spent VND3-4 billion each month to care for its plants and animals.

Before the pandemic, the zoo was a popular tourist destination in the city, drawing thousands of visitors on weekends and holidays.

September bounce boosts Vietnam's FDI figures

Foreign Direct Investment (FDI) inflow this year as of September 20 grew by more than 4 percent year-on-year thanks to gains recorded this month. -

As of September 20, the total of newly registered capital, adjusted capital, and capital contribution or share purchases by foreign investors was $22.15 billion, an increase of 4.4 percent over the same period in 2020, according to the Ministry of Planning and Investment.

Capital disbursement this year was estimated at $13.28 billion by Sept. 20, down 3.5 percent, owing to pandemic complications that saw a number of factories close down temporarily or curtail operations significantly.

National Day celebrated in Slovakia

HCMC plans to remove barriers, travel permits by end-September

Authorities in HCMC have agreed to remove barriers in the inner area and abolish travel permits by September 30 as the city prepares to enter the new normalcy. -

However, Covid checkpoints at gateways leading to HCMC would be still maintained, Tran Hoang Ngan, director of the HCMC Institute for Development Studies, and also a member of the prime minister's advisory group, said at an online meeting on Saturday about the city's economic recovery plan in the "new normalcy" period.

Between Aug. 23 and Sept. 15 people were instructed to "stay put wherever you are."

Central Vietnam province prepares to welcome foreign tourists starting November

The central province of Khanh Hoa has approved a plan to welcome back fully vaccinated foreign tourists under a trial vaccine passport program starting this November. -

In the first phase of the plan from November until the end of the year, foreign tourists would arrive in chartered flights and stay in sequestered beach resorts on Long Beach in Cam Ranh Peninsula, around 45 kilometers from Nha Trang Town.

Vietnam closed its borders and canceled all international flights in March last year. Only Vietnamese repatriates, foreign experts, diplomats, investors, and highly-skilled workers have been allowed since with stringent quarantine requirements.

Bình Thuận Province eyes resumption of tourism

Guidelines on using newly approved COVID-19 vaccines to be issued soon

NDO – The Department of Preventive Medicine under the Ministry of Health has sent an urgent document requesting the National Expanded Programme for Immunisation and the National Institute of Hygiene and Epidemiology to urgent develop guidelines on the use of newly approved COVID-19 vaccines (such as Hayat-Vax and Abdala).

In addition, the department also asked for the updating of guidelines for vaccines that have been used in the country such as AstraZeneca, Sputnik V, Pfizer, Moderna, Vero Cell and Johnson&Johnson.

As of the end of September 24, over 37.58 million doses of vaccine were administered to people around the country so far, including more than 30.02 million first shots and 7.55 million second jabs.

Vietnam is considering mutual recognition of vaccine passports with countries in Southeast Asia, China, Japan, South Korea, the EU and the U.S., the Government Office announced Sunday. -

Such mutual recognition is "very important and especially necessary in the current context," the announcement said.

Ho Chi Minh City: most shippers vaccinated against COVID-19

NDO/VNA - As many as 160,000 shippers in Ho Chi Minh City have received at least one shot of vaccine against COVID-19, with 33,025 of them getting full two shots, reported Deputy Director of the municipal Department of Industry and Trade Nguyen Nguyen Phuong at a press conference on September 24.

According to Phuong, about 2,000 shippers have not been vaccinated, and the authorities of districts are working hard to accelerate vaccinations campaigns in their locality.

According to Deputy Director of the city’s Centre for Disease Control Nguyen Hong Tam, 95 percent of local people aged over 18 have been vaccinated against COVID-19 with one shot. The centre currently still has more than 1 million doses left.

Petrol prices rise from September 25

Retail petrol prices increase by more than 500 VND per litre from 3pm on September 25 following the latest adjustment by the Ministry of Industry and Trade and the Ministry of Finance.

The retail price of E5RON92 bio-fuel increased 573 VND to a maximum of 20,716 VND (0.91 USD) per litre, while that of RON95-III rose 548 VND to no more than 21,945 VND per litre.

According to the two ministries, the prices of petrol and oil in the global market have been rising for 15 days, resulting in the domestic price hike this time.

Vietnam sees surges in pepper exports to France in 7 months

Vietnam exported to France 2,860 tonnes of pepper for 8.18 million EUR (9.6 million USD) in the first 7 months of this year, up 28.6 percent and 44.3 percent in volume and vallue, respectively, against a year earlier, according to the Ministry of Industry and Trade’s Agency of Foreign Trade.

France has remained one of the largest pepper buyers in the EU that does not only import pepper for domestic consumption but also for re-export to other European countries.

Pepper prices are likely to rise further in the coming time as Vietnam is gradually relaxing social distancing measures, prompting traders to increase buying to meeting demand for exports./.

Tasks assigned to put an end to IUU fishing by year’s end

Prime Minister Pham Minh Chinh has handed out tasks to relevant ministries and agencies with view to achieving the target of eradicating illegal, unreported, and unregulated (IUU) fishing by the end of 2021.

This certificate complements the PEFC's sustainable forest management certification, which ensures that forests are managed in line with environmental, social and economic requirements.

Man gets 30 months in jail for spreading Covid-19

A central Vietnam court sentenced a local man to 30 months in jail Saturday for breaching quarantine rules and spreading the novel coronavirus to four other people. -

Phan Van Hoa, 39, was found guilty of "spreading dangerous infectious diseases to human" by the court in Ninh Thuan Province’s Phan Rang – Thap Cham Town.

MoF proposes draft to cut corporate income tax

HÀ NỘI – The Ministry of Finance (MoF) has proposed a draft to reduce corporate income tax by 30 per cent to support pandemic-hit businesses for the 2021 financial year.

The most important factor of the draft is that the corporate income tax cut will apply to all businesses if their total revenue does not exceed the VNĐ200 billion (US$8.8 million) threshold in 2020. This means that most small and medium enterprises (SMEs) will be eligible for such tax breaks regardless of the number of employees and the actual financial loss due to the pandemic.

Therefore, the Ministry of Finance said that it is essential to conduct more incentives on taxes, fees and charges for citizens and businesses affected by the COVID-19 pandemic. - VNS

Cuba kicks off Covid-19 vaccine exports with shipment to Vietnam

Cuba said on Saturday it had exported its three-shot Abdala coronavirus vaccine for the first time, sending an initial shipment to Vietnam as part of a five million doses contract. -

Scientists in the island have developed three home-grown vaccines against Covid-19, all of which are waiting to receive official recognition from the World Health Organization.

Vietnam, Argentina and Mexico have said they hope to produce the Cuban vaccines soon, while a number of countries are using other Cuban drugs in their Covid-19 treatment protocols.

NDO/VNA – Vietnam recorded an additional 10,011 COVID-19 cases in the past 24 hours to 5pm on September 26, according to the Ministry of Health.

Ho Chi Minh City, the country’s current largest pandemic hotspot, reported the highest number of infections with 35,121 cases, followed by neighbouring Binh Duong province (3,332), Dong Nai (746) and Long An (171).

On September 25, 787,838 doses of COVID-19 vaccines were injected, bringing the total so far to 38.367.246.

Macron says France will double the COVID shots it sends to poor nations - AFP

President Emmanuel Macron on Saturday said France would give 120 million COVID-19 vaccine doses to poor nations, doubling an earlier pledge, French news agency AFP reported.

"The injustice is that on other continents, clearly, vaccination is way behind. In Africa, barely 3% of the population has been vaccinated - we need to go faster," AFP cited Macron saying in a video broadcast to a concert organised by the advocacy group Global Citizen.

The COVAX facility, backed by the World Health Organization and the Global Alliance for Vaccines and Immunization (GAVI), has delivered over 301 million COVID-19 vaccine doses to 142 countries, GAVI data shows, but in September the organisations running the facility had to cut their 2021 delivery target by nearly 30% to 1.425 billion doses.

HCM City hospitals used for COVID treatment only to resume normal operations

HCM CITY — The HCM City Department of Health plans to gradually reduce the number of concentrated isolation areas and medical facilities for COVID treatment, and resume normal operation of hospitals which were previously designated to only treat COVID patients.

According to the department, a number of hospitals are now ready to resume normal operation as the pandemic situation has improved. The hospitals will be thoroughly disinfected after COVID treatment ends.

Việt Nam strives to return to "new normal" by September 30, shifts away from Zero COVID strategy: PM

Vietnam set to ratify RCEP by November

Vietnam is taking final steps and scheduled to complete the ratification of the Regional Comprehensive Economic Partnership (RCEP) by November this year.

So said Deputy Minister of Industry and Trade Tran Quoc Khanh during an interview granted to the Vietnam News Agency on the sidelines of a recent economic ministers’ consultation between ASEAN and dialogue partners.

HÀ NỘI — State President Nguyễn Xuân Phúc landed at Nội Bài International Airport in Hà Nội on Saturday evening, concluding his official visit to Cuba and his attending of the high-level open debate of the UN General Assembly, as well as bilateral activities in New York from September 18-24.

Right after landing, the Foreign Ministry, the Ministry of Health and the Việt Nam Fatherland Front held a ceremony to receive vaccines and medical equipment and materials for the fight against COVID-19 transported to Việt Nam on his plane.

In the witness of President Nguyễn Xuân Phúc, the token of the Abdala vaccine, ventilators and other medical equipment was handed to Đỗ Văn Chiến, Chairman of the Central Committee of the Vietnam Fatherland Front; Minister of Health Nguyễn Thanh Long; and Deputy Defence Minister Hoàng Xuân Chiến. — VNS

VCCI launches virtual workplace platform on COVID-19 response solutions

HÀ NỘI A virtual workplace platform named VCCI-Workplace was launched late last week by the Business Cooperation Council in Response to COVID-19 under the Việt Nam Chamber of Commerce and Industry (VCCI) to help enterprises in the fight against COVID-19 and resume production and business.

According to VCCI, given the complicated developments of the COVID-19 pandemic, businesses will have to live with the pandemic in the long run. Thus, it set up the Business Cooperation Council in Response to COVID-19 and coordinated with Facebook to build the virtual platform.

According to Nguyễn Quang Vinh, General Secretary of VCCI and head of the council's secretariat, the VCCI-Workplace platform will allow fast and multi-dimensional information sharing and support in making timely decisions as well as more effective teamwork, helping to improve the cooperation between the council and members who are business representatives. — VNS

Hanoi views strong disbursement of public funds as major growth driver

Amid the complex COVID-19 situation, accelerating the disbursement of public investment is one of the focal tasks Hanoi will carry out in the remaining months of 2021 to achieve the best possible economic outcomes.

The municipal People’s Committee has demanded district-level People’s Committees take drastic actions to implement measures for promoting economic growth, public investment disbursement, and sustainable export in line with the Government’s Resolution No 63/NQ-CP, according to the Cong Thuong (Industry & Trade) newspaper.

Many districts have recorded good progress in public capital disbursement such as Thanh Xuan, Phu Xuyen, Ha Dong, Hoan Kiem, and Cau Giay./.

Non-governmental organisations join hands in supporting children orphaned by COVID-19

Three non-governmental organisations in Vietnam - the Management and Sustainable Development Institute (MSD), Saigon Children’s Charity (saigonchildren) and Capacity Building and Support Center for Women and Children (CSWC) - have joined hands to launch the “You are not alone” campaign to support children orphaned by COVID-19 – the hidden victims of the pandemic.

The “You are not alone” campaign aims to support disadvantaged children orphaned by COVID-19 within the networks of participating organisations, as well as extending support towards the wider community through an open application system where any orphaned child outside their existing networks can seek help.

“You are not alone” will focus not only on providing financial support to the children, but will also provide mental support and guidance. Combining the diverse experiences and expertise in social work, the participating organisations will be able to aid children in coping with the traumas of bereavement, provide responsible counselling on issues surrounding life and education, encourage and assist children in their personal development, and create a safety net to support these children in the absence of their parent. In essence, the collaboration between participating organisations will help these children overcome the psychological shock and trauma of losing a parent, and prevent this tragedy from affecting the child’s potential.

Special working groups to be set up to assist businesses, people

Prime Minister Pham Minh Chinh has ordered ministries, agencies, and localities to set up their special working groups for tackling difficulties facing businesses and people amid the COVID-19 pandemic.

According to the Government Office, on August 30, the PM issued a decision on the establishment of his special working group for addressing difficulties the COVID-19 outbreak has caused on businesses and people.

The PM also demanded them make reports on the settlement of difficulties on a monthly basis or when necessary, and propose solutions to the issues beyond their jurisdiction to the Cabinet leader, according to the Government Office./.

Brexit threats not helpful in solving N.Ireland problems, says EU

The European Union warned Britain on Sunday that triggering a safeguard clause in its Brexit deal governing trade with Northern Ireland was "not helpful" and the country should instead pursue solutions.

"I don't think that that is the first approach, we should try and find solutions. I think threats are not helpful and I think Article 16 is used in very extreme circumstances," EU financial services commissioner Mairead McGuinness told the BBC's Andrew Marr Show.

Article 16 of the Northern Irish protocol, which covers post-Brexit trade between Britain and Northern Ireland, details so-called safeguard measures, which allow either party to take unilateral action if there is an unexpected negative effect arising from the agreement.

Vietnam joins IAEA Board of Governors

Vietnam was elected to the 2021-2023 term Board of Governors of the International Atomic Energy Agency (IAEA) during its latest session in Vienna. -

The vote took place during the September 23 meeting of the 65th IAEA General Assembly. The meeting was held both online and offline under the conditions of the Covid-19 pandemic, and joined by representatives of 172 member states of the IAEA and other international organizations.

Established in 1957 and headquartered in Vienna, Austria, the IAEA is an international organization under the United Nations that has the task of promoting peaceful use of atomic energy and preventing its military use.

Vietnamese, Cambodian, Lao top leaders discuss cooperation orientations

Vietnam retains foreign investors

NDO – Foreign direct investment (FDI) enterprises often organise their production systems around the world, so when production in a region has problems, they will move production to another region with more favourable conditions. However, no FDI enterprises have moved their investment out of Vietnam due to the impact of the COVID-19 pandemic.

In the petition sent to the Government, foreign business associations in Vietnam mentioned the phenomenon that some enterprises have moved orders out of Vietnam because they are concerned that it will be difficult to complete the production plan amid prolonged social distancing.

The desire of the business community at this time is that Vietnam will soon announce the reopening schedule. Investment activity will not increase without a clear plan for economic reopening and recovery. If production is not normalised soon, Vietnam will lose its advantage as a destination for investors.
